If you are using the 'scan additional path' for ini files, these files cannot be 
SAPI aware.

I created a patch that would allow any php.ini file to contain an additional 
section for a SAPI ...

[SAPI=xxxx]

Just like [PATH=] and [HOST=]

This allows any SAPI to have different INI settings.
