Doc Bug #65605 Problem with definition, what return strtotime

Description:
------------
In your definition of ,,strtotime" is written: the number of seconds since January
1 1970 00:00:00 UTC

But declared time format 01/01/1970 00:00:00 UTC is not exact, because strtotime
returns the number of seconds since 01/01/1970 00:00:00 IN YOUR TIME ZONE.

Somebody can think, that he must convert this value to his timezone, because
01/01/70 00:00:00 UTC = 01/01/70 01:00:00 in Prague (where is UTC +1, or UTC +2).
