That apc.stat can't be changed in .htaccess is a serious impairment. It's 
completely ridiculous to be forced to restart the server to change it.

And the same can probably be said for most settings.
I understand there are some of them that are probably problematic to change other 
than in a system-wide manner, but certainly not all of them.

It's not like one day developing/testing ends and production starts. There are 
times at the beginning of prodaction when you need to test things. And there are 
times at the end of development when you need to test things as close as possible 
to production. Hence switching forth and back often between apc.stat and other 
settings on and off is a common need. Not being able to do so is not being able 
to profile, debug, benchmark.

APC is no longer supported in favor of opcache that comes bundled with PHP, if you wish to use the user cache, then look at PECL/APCu.
