Does "tnsping oradb" works successfuly?

Is your problem still persist with the latest PHP?

I had a very similar problem. Little did I know that patches were applied to the Oracle DB. I don't know if that is the root cause but it is the only thing that could explain why my simply recompiling PHP and re-installing the libphp4.so file in Apache fixed the problem mysteriously.
