The problem is because of a change in pgkconfig 0.28 that trims the output of 
pkg-config --cflags-only-I openssl.

This cause the 'if test -n "$OPENSSL_LIBS" && test -n "$OPENSSL_INCS"; then' to 
fail and -lssl is no longer passed to the build.

I checked out the pull request and it appears this bug has already been fixed and 
merged in by remi:

So this ticket should be marked as closed, figure I'd point it out before anyone 
dug further into this bug. :)

The fix for this bug has been committed.
