There is an error with condition in the description of ob_get_status function on this page on russian language. It is written there that the parameter of the function must be equal to true to get status of the top level of output buffers. But actually the description must be like this: Если full_status установлен в FALSE, то ob_get_status() вернет информацию о состоянии буфера вывода верхнего уровня, иначе функция вернет массив уровней всех активных буферов.
