The changelog for allow_url_include is not clear: "PHP_INI_SYSTEM in PHP 5. 
Available since PHP 5.2.0." what does "PHP_INI_SYSTEM in PHP 5." mean related to 
the other part of the message?

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Thank you for the report, and for helping us make our documentation better.

It was PHP_INI_ALL in "PHP 6", which then got changed (incorrectly) into PHP5 
when PHP6 was killed in the docs.
There has never been a release version with this option PHP_INI_ALL
