I feel that the docs themselves should mention this (desribed nicely by one of the commenters):

" If you haven't already figured it out from the text, the higest base you can encode in is 36 (because z is 35),"

It does. Right in the description:

"Both frombase and tobase have to be between 2 and 36, inclusive."

The comment you're referring to is from 2002.
