The source is missing a config.w32 file to make it installable on windows.
Here's the one i've made :

Are you sure it compiles fine on Windows?
If it does, that's a total surprise to me.

It compile and works. I've just reproduce the Rasmus' example : http://toys.lerdorf.com/archives/57-ZeroMQ-+-libevent-in-PHP.html

The fix for this bug has been committed.
