who had the glorious idea that a rss-feed links to the direct-downlod 
instead to te package-site?

http://pecl.php.net/feeds/latest.rss

each normal human would expect as example that the link to rar-3.0.1 in his RSS reader would lead him to http://pecl.php.net/package/rar and NOT http://pecl.php.net/get/rar/3.0.1
