sapi/fpm/init.d.php-fpm file provided with current PHP build used for init.d 
script in Debian is missing PID option causing init script to look as it failed:

# /etc/init.d/php-fpm start
Starting php-fpm ................................... failed

Replacing following line in php-fpm init.d file:
php_opts="--fpm-config $php_fpm_CONF"

php_opts="--fpm-config $php_fpm_CONF --pid $php_fpm_PID"

fixes the issue!
