On a fresh install of the OS, I cannot install apd.



Test script:

# pecl install apd

Note: The patch I submitted is applied to a pear core file, which on my machine 
was at /usr/share/pear/PEAR/Installer.php, but it's not worth doing, since it then 
fails trying to build. The patch to fix the failed build can be found here: 
https://bugs.php.net/bug.php?id=58798

APD hasn't had a release in 10 years, this means it's source code is way out of sync with modern PHP.

I'm going to mark this bug as suspended, the report can still be found if a maintainer for APD comes forward.
