Downloaded PHP 5.4.0 from http://windows.php.net/download/, extracted files.

Read install.txt which told me to run the MSI.

There is no MSI. Eh?

I agree - there is no installer on any of the windows binaries. please fix.  it is a royal pain to get php up and working with the "upgrade instructions" which don't work on windows.

I have made a respective PR.

@jmichae3: this ticket is about out-dated information in
install.txt. If you still think that the .msi binaries should be
brought back, please make a new feature request as separate
ticket.
