A "process.max" directive for FPM is mentioned in PHP 5.4's UPGRADING but isn't 
documented or described http://php.net/manual/en/install.fpm.configuration.php

Please review the documentation and the UPGRADING file and make everything 
consistent with reality :)

I see the directive is in PHP 5.3.10, so I've removed the reference to it from 
PHP 5.4's UPGRADING file.

The fix for this bug has been committed.

Snapshots of the sources are packaged every three hours; this change
