By clicking on the 'Quick TOC' anchors to jump at any page section using Chromium 
browser, the page slides with the Paragraph title UNDER the top green bar 'This 
is a work-in-progress experimental design. Things will be broken and unfinished! 
You may prefer php.net'.

Hiding the green top bar does not solve the problem, because the paragraph title 
is out, on the top page.
