The bottom navigation bar (manualnavbar_bottom) only appears when there are comments for the document page.  For example, the Memcache::close page currently has no comments (http://ca3.php.net/manual/en/memcache.close.php) and the bottom navigation bar is not displayed.  The page for Memcache::connect (http://ca3.php.net/manual/en/memcache.connect.php) has comments and the bottom navigation bar is displayed.

It would be nice if the bottom navigation bar was always displayed.

I see the bottom navbar in both cases. Linux-Chrome here. Which browser are you 
using?

I'm using Firefox 3.6 on Ubuntu.  I tried it with Firefox 8 on Win 7 and the bottom nav bar is also missing for the Memcache::close page.  I also don't see it using Chrome on Win 7.

Just to make sure we're talking about the same thing here, by bottom nav bar, I mean the bar that has two navigation items (one for the previous page and one for the next page) and the last updated date.  For the Memcache::close page, the navigation item on the left is for Memcache::addServer and the one on the right is for Memcache::connect.  Basically it's the same as the top nav bar but without the language selection.

This sounds like it was either a client-side issue (browser or screen resolution) 
or a temporary server-side issue that has since resolved itself.  I am able to 
see the bar on all pages, regardless of user note status.

Thank you for your report, and please reopen this bug if you continue to see this 
behavior, attaching (or linking to) screenshots of a working and non-working 
page.

The navigation bar to next/previous page is intentionally missing when there are 
no user submitted notes.

I thought it was below the notes though. Seems weird to have it above them.

Anyway. This has been like this for yyyeaaaars. Not something we consider as an 
issue :]
