Type hinting is totally ignored on every code executed by SoapServer object 
during SOAP request.

Test script:

Expected result:
Fatal error.

Actual result:
Type hinting is ignored.

It's equivalent to type of $a variable (line #33 of test script) which now is

I cannot reproduce this; I get the expected SoapFault exception
(PHP-7.3 and PHP-7.4 on Windows with mysqlnd).  Does this still
fail for you with any of the actively supported PHP versions[1]?
