Description:
------------
My PECL extension is at
C:\Program Files\PHP\ext\php_uploadprogress.dll

I want the files written by the extension to be written at
D:\tmp\upt_%s.txt

Reproduce code:
---------------
So, my php.ini contains :
extension=php_uploadprogress.dll
uploadprogress.file.contents_template = "D:\tmp\upload_contents_%s"
uploadprogress.file.filename_template = "D:\tmp\upt_%s.txt"

And to be sure, I set all rights on all users on D:\tmp\

Expected result:
----------------
full uploadprogress_get_info()

Actual result:
--------------
The result is an empty uploadprogress_get_info() and no file created in the D:\tmp and no error in any log file.

This package has not had any releases for 6 years, so I'm gonna suspend it, any new maintainer that decides to pick this up can re-open this ticket.
