This is the command I am using
C:\Documents and Settings\vinaykant.sahu>pecl install oauth

on press on enter key it start fallowing action

downloading oauth-1.0.0.tgz ...
Starting to download oauth-1.0.0.tgz (42,834 bytes)
.........done: 42,834 bytes
6 source files, building
ERROR: The DSP oauth.dsp does not exist.

I am using WAMP 
Other system PEAR details are

pecl does not support src install on windows.

Depends, you won't be able to get 1.0 yet but here are some 
older builds:
