Added config.w32 and a few fixes of variable declaration to support windows build. Shared library build is not supported.

Tested with js-1.8.0-rc1 and PHP-5.3.1
on Windows Server 2008 SP2 x64 (using 32bit build).

This bug has been fixed in SVN.

In case this was a documentation problem, the fix will show up at the
end of next Sunday (CET) on pecl.php.net.

In case this was a pecl.php.net website problem, the change will show
up on the website in short time.
