As discussed on the mailing list, DateFormatter::parse() and 
DateFormater::localtime() should have the second argument 
($parse_pos) as a reference - it is supposed to "return" the 
position where an error occured, in case it could not parse 
the given value. ICU does have it this way, and I think PHP 
should, too. It's pretty valuable information, and if only for 
debugging purposes.

This bug has been fixed in CVS.

In case this was a documentation problem, the fix will show up at the
end of next Sunday (CET) on pecl.php.net.

In case this was a pecl.php.net website problem, the change will show
up on the website in short time.
