I had /tmp mounted with noexec,noatime and autoconf failed. Once I remounted with defaults it worked. 

Reproduce code:
---------------
apt-get install php5-dev libsvn-dev
pecl install channel://pecl.php.net/svn-0.3


Expected result:
----------------
Successful build.

Actual result:
--------------
/usr/bin/phpize: /tmp/pear/cache/svn-0.3/build/shtool: /bin/sh: bad interpreter: Permission denied

this is a bug in pear (pear installer) - can you file it there. - it's a pretty strange edge case though - you might ask them to do a test to see if a file created executable, can be executed prior to trying to install a pecl package.

Hi Alan, thanks for the quick response. I'll try over at pear. The svn extension is great by the way, I'm looking forward to using it is a php-based trac-esque program I've been working on called Infonomix:
