The "New Proposal" Page has the standard subnavigation of the page, but there's no contetn and there never will be any, of course.


Test script:
---------------
Go to http://pear.php.net/pepr/pepr-proposal-edit.php and click on "Comment" or "Votes" - it says: "The requested proposal does not exist."

Expected result:
----------------
No navigation shown: "Main" "Comment" "Vote"

Actual result:
--------------
"The requested proposal does not exist."

This bug has been fixed in CVS.

If this was a documentation problem, the fix will appear on pear.php.net by the end of next Sunday (CET).

If this was a problem with the pear.php.net website, the change should be live shortly.

Otherwise, the fix will appear in the package's next release.
