To fix:

I have some patches of the source code changes that I had to make to get it working, at:
   http://www.toast.com/patches/php4_browscap.tgz\

Also, in order to get this to work, and not coredump on me, I needed to turn on ZEND_DEBUG in the php_config.h file.

Don't know why this is, and frankly don't have enough time to investigate either, just needed to get the darn browscap stuff working.

If someone wants to patch the source tree that's fine with me; I couldn't be bothered getting a CVS account, and etc, etc for what is probably the only patch I will ever make for php.

If anyone wants proof that I have get_browser running in PHP4, goto:
  http://www.toast.com/common/util/

Click on the "browsercap.htm" file.
