public_html/admin/package-approval.php only has the ability to approve packages.  The power to reject packages needs to be added.

Part of this process should be modifying the add() method in include/pear-database.php.  It would be helpful to have a link for rejecting the proposal.

This bug has been fixed in CVS.

In case this was a documentation problem, the fix will show up at the
end of next Sunday (CET) on pear.php.net.

In case this was a pear.php.net website problem, the change will show
up on the website in short time.
