The php.net website does not appear to be functioning.  For what it's worth, here's some info I gathered:

Also, as a follow-up, you can use a mirror to access the site in the meantime.

The server became available again at approximately 11:31a EDT, a bit more than 
six hours ago.  At this time, we are once again considering the connection 
stable, and will continue to monitor the systems as normal.
