See this url for example: 
http://svn.php.net/viewvc/phpdoc/en/trunk/appendices/ini.xml?r1=312468&r2=312733
In the top of the page there are blue links on blue background, it's very 
annoying to read these links.
It seems that this css file http://svn.php.net/docroot/styles.css is not in sync 
with its svn version http://svn.php.net/viewvc/SVNROOT/styles.css?
revision=290917&view=markup (you can find the difference by searching .phphead 
css class, for example). Once synchronization will be done the links will look 
ok.
