with http://bugs.php.net/47802 fixed, now the charset parameter is correctly 
handled and the Changelog mentions this, but the docs wasn't updated to reflect 
this change.
please review the attached patch

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Thank you for the report, and for helping us make our documentation better.

Cheers for that: I tinkered with it slightly to reiterate that PHP 5.3.6 is required for charset to work, but otherwise applied the patch as is.
