Third parameter $atime is indicated as optional. Details says that if not present it will be set to "time". So, prototype should be written accordingly :

bool touch ( string $filename [, int $time = time() [, int $atime = time() ]] )

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.

Thank you for the report, and for helping us make our documentation better.

The $atime parameter defaults to the value passed to the $time parameter, or the 
latter's default if that too is not passed.  If anything, that would make the 
prototype look like:

bool touch ( string $filename [, int $time = time() [, int $atime = $time ]] )

Which I fear would cause more confusion than omitting the default value.

I have however updated the description to be more clear about $atime using 
$time's value if present.
