From the manual [1]:

> libcurl currently supports the http, https, ftp, gopher, telnet, dict,
> file, and ldap protocols.
  ^^^^

Of course, if open_basedir is enabled, cURL is disabling the "file" protocol. This should be documented.

This bug has been fixed in SVN.
