For about two months the news.php.net server has only allowed me to access one or two messages, then it just times-out when I select additional ones.

I frequently try to offer help answer requests for help; but, haven't been able to do so for over two months.  It won't even let me post a message, once I reached my limit of 1 or 2, sometimes I get to 3 or 4 accesses. Never more.  

Use Thunderbird, last version. But, that doesn't seem to be the problem as I don't have any problems with several other newsgroup servers.

I had similar problems with Thunderbird and news.php.net but wasn't able to find 
a way of limiting how many concurrent connections Thunderbird opened with the 
mail server. I switched to Pan and set concurrent connections to 1 and haven't 
had any timeout issues since then.
