The ext/zip/tests/stream_meta_data.phpt test fails on windows.

The issue is in the URI test.

zip:///%stest_with_comment.zip#foo

I read this as ...

stream zip://
root /
path %s
file#query test_with_comments.zip#foo

On Windows the root is incorrect. It will be C: or D: (for example).

As the path is picked up using %s, the attached patch should work on non-windows 
as well as windows.

This bug has been fixed in SVN.
