PHP Version: trunk-SVN-2010-11-07 (SVN) OS: Irrelevant
Private report: No CVE-ID:
 [2010-11-07 03:14 UTC] frozenfire@php.net
Description:
------------
When rawurlencode was updated to conform (http://svn.php.net/viewvc?view=revision&revision=260750) to RFC 3986 (http://www.ietf.org/rfc/rfc3986.txt), the EBCDIC version of the code was not brought into line.

Attached is a patch that simply adds the tilde character to the list of exempt characters in the function, as per RFC 3986.
