Description:
------------
If I understand the documentation at http://www.php.net/manual/en/apache.configuration.php#ini.engine correctly, php_value engine on|off is valid. But putting php_value engine on in a .htaccess or vhost config (in Directory directive) actually turns off the engine.

Tested with curl on cygwin.

Actual result:
--------------
Vhost	.htaccess	Result
N/A N/A on
on N/A off
1 N/A on
off N/A off
0 N/A off

1 on off
1 off off
1 0 off
1 1 on

Forgot to say, but Actual result is a table with different "engine" values/combinations, and their result.

Is this still an issue with any of the actively supported PHP
versions[1]?
