When I try to reach php.net it redirects me to a mirror ru.php.net, which is currently down for a few days:
Forbidden

You don't have permission to access / on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
Apache/2.2 Server at ru.php.net Port 80

Of course I could pick a mirror myself, like ru2.php.net, but it's still become very uncomfortable to get this error every time I try to open php.net/something.
Please exclude failed mirror from auto-redirect.

I'm not seeing any issues. If you want to set ru2.php.net as your preferred 
mirror, click on the "my php.net" link in the top right corner of the page, 
scroll to the bottom and select ru2.php.net under the "Mirror site redirection" 
heading. I'll leave this open for others to check but I've used a few different 
routes and all clear from what I can tell.

Thanks for the preferred mirror hint, didn't thought of it. But still ru.php.net mirror isn't working for me.
As for the details, ru.php.net is resolved round-robin to 2 IPs: 78.41.109.135 and 93.93.89.135. While 2nd one seems to works ok for me, first one does produces this error. I've tried to reach it from other IP and everything was fine. So seems like for some reason it's configured not to accept connection from my IP. Here is the detailed telnet output:

Whether this was a legitimate and non-localized issue or not, I'm not sure, but it is working as 
expected now.

Now, it's not. I'm still getting 403 Forbidden from it. It might be working for you, but it doesn't for me.
