The phrase "enabled by default" means that it is part of the default builds. Previously it wasn't available with the default builds, but had to be included separately. It doesn't necessarily mean that it is "enabled", Windows for example, builds most extensions as shared and have to be enabled in php.ini

So a more correct term would be "included by default"?
You in your own reply say that one has to manually enable it, which opposes the "enabled by default" statement.
