When running PHP from the command prompt the above infamous error appears. 

So far I am trying to scan my laptop with a registry tool (Pareto PC Health 
Advisor - downloaded from [url] http://www.topregistrysolutions.com/dll.php?
cd=dl1010 [/url]). 

I downloaded PHP 5.2.13 from [url] http://www.php.net/downloads.php[/url] and it 
runs on Win XP / IIS 5.1.

Error is displayed indicating that OCI.dll was not found. 

The problem was also noted to be displayed intermittently within a virtual 
machine that runs Windows Server 2008, when trying to load php from the command 
line, and, it is intermittent. 

oci.dll was not found on the laptop, which might mean that it was not included 
with the downloadable files.  The installer is expected to include the 
registration of oci.dll if required.

Don't enable the Oracle extensions if you don't need them or if you did not install the Oracle clients.

This must be deliberately disguised spam for one of those phony registry cleaner viruses, because how can a programmer be that dopey?
