PHP has proc_nice(), but no corresponding proc_ionice().
This would be a very nice addition to have.

On most current computers, the CPU bandwidth is not the limiting factor, but 
I/O is. So a process that has been invoked with "nice -n 19" can still bring 
the system to a crawl if it does a lot of disk activity. The solution 
is "ionice -c3".

Typically: "nice -n 19 ionice -c3 $program"
