Many people know php_info()
If they need all ini settings, they look at first there, because they dont know ini_get_all()

If they need the ini_infos for an script they maybe dont find ini_get_all() and try it to get via php_info()
A proof for this are the comments at php_info()

Firstly, it's phpinfo().

There are no comments regarding this 'issue' in the user-comments for phpinfo() 
(http://www.php.net/manual/en/function.ini-get.php#usernotes)

What is your suggestion to remedy the 'issue'?

There a few: see the user comments on the phpinfo() page retrieving 
INFO_CONFIGURATION and parsing the HTML to get a list of the options.

I mean comments like http://www.php.net/manual/en/function.phpinfo.php#87463 or http://www.php.net/manual/en/function.phpinfo.php#84259

Most comments there discuss how to get the ini settings form phpinfo() in a way, you could work within a script.
So they write an own function to get this infos from phpinfo(), thats what i meant.

And it would nobody harm if an extra link in the "See Also" sektion is added to the ini_get_all() function.

While I don't see a problem adding a see also link, I just wanted to point out 
that all the comments/hacks in question gather (and use) more than the ini 
information, so they essentially require phpinfo() instead.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
