According to http://www.php.net/manual/en/datetime.configuration.php AND the manual entry for date_default_timezone_get, the TZ environment variable is still used in the detection of the timezone. However, according to http://www.php.net/manual/en/migration53.extensions-other.php this is no longer the case.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
