If one tries to fetch a remote HTML document via

	fopen("http://some.host/foo/bar")

and there is a connectivity problem (say a misconfigured
router), this function will not return in a reasonable 
time. There should be a timeout option, as the fsockopen function already has.

PHP 4.3 already has a default timeout for all sockets,
and will provide a means for a timeout to be specified for
network wrappers.
A configuration option will allow an administrator to tune
the default timeout value.
