http://www.php.net/manual/en/configuration.changes.php mentions:

  php_admin_flag  name  on|off

    Used to set a boolean configuration directive. This can not be used in .htaccess files. Any directive type set with php_admin_flag can not be overridden by .htaccess.

This should probably read:

  php_admin_flag  name  on|off

    Used to set a boolean configuration directive. This can not be used in .htaccess files. Any directive type set with php_admin_flag can not be overridden by .htaccess or ini_set().

...with link to ini_set(), i.e. http://www.php.net/manual/en/function.ini-set.php just as for php_admin_value.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
