Following the counsel of Philip Olson, I'm reporting that the above page (and possibly the larger section surrounding it) could be brought up to date.  This is based on my observation that that page refers to PHP modules SimpleXML and XMLRreader, but makes no mention of XMLWriter.

How that update is done is left to others higher up the PHP food chain.

Log: Updated "what can PHP do" to reflect the PHP of today. Closes PHP bug #51343.
This updates DB, XML, Web Server, and a few other parts. Could probably use additional updates.

This bug has been fixed in the documentation's XML sources. Since the
online and downloadable versions of the documentation need some time
to get updated, we would like to ask you to be a bit patient.
