Description:
------------
This is just a suggestion:

The PHP manual's Function Index is quite large, and scrolling through the alphabetical list of function names is time-consuming. An "# - A - Z" navigation bar at the top of the list would allow the user to jump to the area of interest more quickly.

We generate the function index with PhD now. I have committed a change which
adds the requested navigation bar above the list.
