The server is presently undergoing some necessary updates and will be 
placed back online as soon as possible.  We apologize for the 
inconvenience in the meantime, and hope you'll understand that the 
procedure is necessary, and will be performed as quickly as possible, to 
minimize downtime.

I discovered windows.php.net to be down today [ 2010-06-01 ] - HAS IT BEEN DOWN SINCE 2010-01 ???

It is online and available, but is responding very slowly.  Please be patient 
while we work to resolve the speed issues, and keep checking back.
