When accessing http://pecl.php.net or using the PECL site via Pear or PECL's CLI, the message "DB Error: connect failed" appears.


Reproduce code:
---------------
1. Access http://pecl.php.net/
- OR -
2. pecl install ssh2-beta

Expected result:
----------------
1. The PECL website appears.
2. ssh2-beta is downloaded, compiled, and installed.

Actual result:
--------------
1. "DB Error: connect failed"
2. "Download of "pecl/solr" succeeded, but it is not a valid package archive" (as it was just that of a DB Error: connect failed page)

I was just trying to run pecl install uploadprogress and was getting an 
error(see below). Upon checking the PECL website I noticed the same "DB 
Error: connect failed" on every link. 


Command line error:
Download of "pecl/uploadprogress" succeeded, but it is not a valid 
package archive


I figure it is just an http error file that I'm getting but I'm not 
sure.

I can no longer access the site. The connection times out. Ping is also 
not responding.

fixed.
unfortunatelly I can't really do more than fixing this retroactively when it happens until we finish migrating the pecl site to a new server (which is already in progress and should happen soon).
