Description:
------------
The warning about unblocking CHM files when using Microsoft Internet Explorer under Windows XP SP2 or later applies to Firefox as well.

Reproduce code:
---------------
The "Download documentation" section [1] has this warning:

"If you are using Microsoft Internet Explorer under Windows XP SP2 or later and you are going to download the documentation in CHM format, you need to "unblock" the file after downloading it, by right-clicking on it and selecting the properties menu item. Then click on the 'Unblock' button (on Microsoft Vista this is done in the "security" options). Failing to do this may lead to errors in the visualization of the file, due to a Microsoft bug."

Firefox implemented these restrictions in version 3.

Expected result:
----------------
If you are using Microsoft Internet Explorer or Mozilla Firefox under Windows XP SP2 or later and you are going to download the documentation in CHM format, you need to "unblock" the file after downloading it, by right-clicking on it and selecting the properties menu item. Then click on the 'Unblock' button (on Microsoft Vista this is done in the "security" options). Failing to do this may lead to errors in the visualization of the file, due to a Microsoft bug.

It might also be worth changing "due to a Microsoft bug" to "due to a security restriction".

Chrome and Safari also do this, at least on Windows 7. I don't have Vista or XP to hand to test them.

In terms of text on the download page, how about this:

"If you are using Windows XP SP2 or later and you are going to download the documentation in CHM format, you need to "unblock" the file after downloading it by right-clicking on it in Windows Explorer and selecting the "Properties" menu item, then clicking on the "Unblock" button (on Windows Vista this is within the "Security" options). Failure to unblock the documentation file may result in error messages including "Navigation to the webpage was canceled" due to Windows security restrictions."

If there are no objections, I'll go ahead and commit that.

This bug has been fixed in SVN. Since the websites are not directly
updated from the SVN server, the fix might need some time to spread
across the globe to all mirror sites, including PHP.net itself.

Thank you for the report, and for helping us make PHP.net better.
