Description:

If you test '#' for callability having previously defined a function named h(), is_callable() returns true, and expands function name as 'h'.


Reproduce code:
---------------
php -r "function h(){} var_dump(is_callable('#'));"

Expected result:
----------------
bool(false)

Actual result:
--------------
bool(true)
