pg_version returns 8.3.1 for the client version and doesn't return anything for the server version. We've tested on multiple machines with Postgresql 8.3.7. We've checked our path variables, the version numbers on psql, libpg.dll, what select version() returns and whether we had any other copies of libpg.dll on our machines.

Reproduce code:
---------------
<?php
  $dbconn = pg_connect("some connection string")
     or die("Could not connect");
     
  $v = pg_version($dbconn);
  
  print_r($v);
?>

Expected result:
----------------
to see pg_version return client and server as 8.3.7

Actual result:
--------------
8.3.1 for client and no other values

The server version can only be returned if protocol version is >3.
