The 5.3.0beta1 bundles from http://windows.php.net/qa/ are
missing php_oci8.dll, php_oci8_11g.dll and pdo_oci.dll.  
These extensions are present in the PHP 5.3 snaps on
http://windows.php.net/snapshots/

This bug has been fixed in CVS.

Snapshots of the sources are packaged every three hours; this change
will be in the next snapshot. You can grab the snapshot at
http://snaps.php.net/.
